My "friendly" poker crowd has recently been debating whether a "check" is considered a bet. The issue is our standard betting rules allow for 3 raises. If a check is considered a "bet", then the next bet after a check that is anything other than a check, is considered the 1st raise, i.e. a bet of $1 after a check bet (a bet of $0?) is a call of the check, plus a $1 raise. I have checked numurous rules sites but find them inconsistent and conflicting. Any help is appreciated.

A check, while an action, is not a bet. If you are playing three raises max after a check (or several) there is still a bet and three raises above that allowed.

No. A check should not be considered in the betting/raising order. So, in your game, if the first person checks, then there are still 4 possible "bets" that can occur (bet, then 3 raises).

If a check = a bet, then after 4 people check, no one can bet on that round.

Yes they could because the second check would be a call, not a raise.

He should have said...

if a check = a bet then if 4 people check nobody would be able to raise.. unless you don't count a raise as a bet

or

if a check = a bet then if 4 people bet what can the next one do? He can't check again since it's a bet and he can't bet since it's a bet.

To simplify it for the anal... Nobody can raise again in that round if someone has increased the current required amount to stay in the hand 4 times. Bet, raise, re-raise, re-raise making the bet 4 bets.
