i need an explanation of this concept, when to do it, when not to

you value bet on the river when you think you have the best hand (though not positive) and you think your opponent will call (but not raise).
an example might be in hold-em, when you hold AK, flop an ace with two small cards, say a trey and a seven, the turn comes another seven, and the river is a deuce. when you bet the flop and your opponent calls, you "put him on" an ace with a kicker smaller than yours. it is very unlikely that he/she has three sevens (or he would likely have raised on the turn).
so, on the river, you "value bet," figuring that he/she will call with aces and sevens, but is out-kicked by your king.
