I've heard this term used a couple different ways, but I'm still a bit confused as to what it means in terms of a Freeroll Tournament.

Is a Freeroll Tournament one that has no cost to enter?

A freeroll is a free buy in tourny may sometimes be for a little money to get you started in a poker room Popular Poker has those. Poker stars has them daily with limited amounts of people about 1000-1500 sometimes there is no limit when the site is at it's low point in people. There's are for satellites to another tourny but that one is for money. They give top 9 finishers a free buy in to another money tourny. Hence the term freeroll.

I assume you're noticing the freerolls coming up at Hollywood Park?

Free tourney, no buy in, guaranteed money, you must qualify in some way shape or form.
