is it ever right to bet only top pair in omaha eight, when there are two low cards on board?

Only if you have other nut outs for the high side. Such as flush and/or straight draws, one of which may be backdoor. This type of move can be very deceptive if a low card comes that makes your nut flush, as others may believe you were betting the low draw.
