No hand and no draw means it's time to fold. If you want, you can wait for somebody else to bet before you fold but you won't be giving up much EV if you just fold immediately.

You could always fold this hand safely. I would need most of these conditions in place before I would consider playing it:

1) Your action closes the betting;
2) Either you have a hugely multiway pot (6+ players) or are up against only the bringin;
3) Clubs are completely live;
4) K's and T's are completely live;
5) You haven't played a hand in 2 or 3 orbits;
6) You are fairly sure pairing one of your hole cards on 4th street will give you the best hand.

If enough of these conditions are met, your holding approaches a coin flip. I have a tendency to play coin flip hands when the opportunities present themselves because I try to give the illusion of action (not that I'm positive my opponents pay enough attention to make it worth my while).
